		<description>In fact, this was just the legislative proposal by the European Commission.

It is now on the European Parliament and the EU Council to work with this proposed regulation, which means that they can still propose changes (which they will hopefully do). Council and Parliament want to finalise the process until 1 December 2010, the first birthday of the Lisbon Treaty.

So we don&#039;t have the Citizen Initiative yet, we&#039;ll have to wait at least until the second half of the year to be able to be able to enjoy our citizens&#039; rights.</description>
